Xiangyu Salt & Chemical held its First Session of the Second Members’ Congress, the Staff Congress, and the 2023 Awards Ceremony.

On February 4, Xiangyu Salt & Chemical held its First Session of the Second Members’ Congress, the Workers’ Congress, and the 2023 Awards Ceremony. More than 180 employee representatives, attending observers, and award recipients took part in the event.

At the members’ congress held in the morning, Jin Chun, Vice Chairman of the company’s trade union and Head of the Party and Mass Work Comprehensive Department, delivered a report on behalf of the first-term trade union committee. The report comprehensively summarized the various tasks carried out by the first-term trade union committee and clearly outlined the strategic direction for the trade union’s work in the next phase. The congress adopted the “Election Procedures” and elected 19 comrades to form the second-term Xiangyu Salt Chemical Trade Union Committee. At the first plenary meeting of the second-term trade union committee held after the congress, Yang Runchao was elected as the chairman of the trade union, and Jin Chun was elected as the vice chairman.

At the staff congress held in the afternoon, Liu Xingzhong, Party Secretary and Chairman of the company, delivered an administrative work report titled “Reform and Innovation, Lean Efficiency Enhancement, and Striving to Build a First-Class Salt and Chemical Enterprise in China.” The report fully affirmed the company’s achievements in 2023 and summarized the company’s key priorities for 2023 across “nine areas”: First, production organization is based on “long-term stable operation”; second, safety and environmental protection adhere to the “Level II Standard for Safe Production of Hazardous Chemical Enterprises in Chongqing Municipality”; third, quality improvement is guided by “full-process control”; fourth, technological innovation is supported by “project construction”; fifth, marketing and procurement are guided by “market-oriented thinking”; sixth, lean management aims at “benchmarking and efficiency enhancement”; seventh, financial coordination takes “comprehensive budget management” as the key lever; eighth, human resources seek breakthroughs through the “three-capability mechanism”; and ninth, supervision and auditing focus on “rectifying practices of exploiting the enterprise for personal gain.” The report pointed out that 2024 will be designated as the Year of Lean Improvement for Xiangyu Salt & Chemical. The company will earnestly implement the spirit of the Light Salt Group’s work conference, closely align with the Group’s new development philosophy, the three major shifts, and the 14th Five-Year Plan, and concentrate its efforts on carrying out various tasks around “seven focuses, four optimizations, and four persistences.”

The meeting heard reports on the “2023 Financial Final Accounts and 2024 Financial Budget of Xiangyu Salt & Chemical,” the “2023 Performance Evaluation Results and the Overall 2024 Performance Evaluation Plan,” the “Report on the Fourth Session of Proposals from the First Term of Xiangyu Salt & Chemical,” and the “Report on the Collection, Review, and Filing of Proposals for the First Session of the Second Term of Xiangyu Salt & Chemical.” The meeting reviewed and adopted resolutions on the Administrative Work Report, the Financial Budget and Final Accounts Report, the “Implementation Plan for Special Working Hour System,” and the “Overall 2024 Performance Evaluation Plan of Xiangyu Salt & Chemical.”

At the meeting, the company’s administrative leaders and the union representatives exchanged copies of the “Collective Agreement,” the “Special Collective Agreement for the Protection of Women Employees’ Rights and Interests,” and the “Special Collective Agreement on Wages.” Heads of various departments then submitted their “Business Target Responsibility Letters” to the company’s leadership.

The meeting also recognized outstanding groups and individuals for the year 2023. Three representatives from advanced groups and individuals delivered speeches sharing their experiences.
