Xiangyu Salt & Chemical successfully held the 4th Session of the First Workers’ Congress and the Commendation Conference.

Looking back, we see abundant fruits and bountiful harvests; looking ahead, we are filled with great enthusiasm and ambition. On the morning of February 8, Xiangyu Salt & Chemical held its fourth session of the Employees’ Congress for the first term, along with the 2022 Annual Awards Ceremony. The meeting comprehensively summarized the work carried out in 2022, laid out and planned the key tasks for 2023, and honored the outstanding teams and individuals who have made remarkable contributions to the company’s development over the past year.

More than 180 people, including company leaders, employee representatives, attending observers, and representatives of those honored, attended the meeting. The Employee Congress was chaired by Yang Fubo, a member of the company’s Party Committee, Deputy General Manager, and Chairman of the Trade Union.
At the preparatory meeting, participants listened to the report on preparations for this session of the Workers’ Congress and approved the list of members of the Presidium for this congress.
The conference opened to the sound of the solemn national anthem.

Liu Xingzhong, Party Secretary and Chairman of the company, delivered an administrative work report titled “Focusing on Goals, Pursuing Practical Action, Steadily Advancing and Enhancing Efficiency, and Uniting Hearts and Strength to Embark on a New Journey of High-Quality Development for Xiangyu Salt & Chemical.”
The report indicates that in 2022, despite numerous uncertainties—including the international environment, the evolving pandemic situation, market conditions, and natural ecological factors—the company proactively addressed these challenges and implemented the guiding principle of "preventing the pandemic, stabilizing the economy, and ensuring safe development." As a result, the company achieved stable operations in production and management, made steady progress in project construction, and successfully met all its economic targets. Throughout the year, the company produced a total of 2.6718 million tons of products, including 1.178 million tons of salt, 738,800 tons of soda ash, and 755,000 tons of ammonium chloride. The company realized sales revenue of 2.835 billion yuan and a profit of 760 million yuan.

Sun Yuqing, Head of the Corporate Financial Management Department, delivered a report on “Xiangyu Salt & Chemical’s 2022 Financial Closing and the Draft 2023 Financial Budget.” The report objectively reflected the company’s production, operations, and financial status in 2022 and scientifically formulated various financial budget indicators for 2023. Cai Yan, Head of the Human Resources Department, provided an explanation to the conference on “Xiangyu Salt & Chemical’s Overall Performance Evaluation Plan for 2023.”

The attending delegates engaged in lively discussions at 14 sub-venues on the “2022 Administrative Work Report of Xiangyu Salt & Chemical,” the “2022 Financial Final Accounts and Draft 2023 Financial Budget of Xiangyu Salt & Chemical,” the “Draft Collective Agreement,” the “Draft Special Collective Agreement for the Protection of Female Employees’ Rights and Interests,” the “Draft Special Collective Agreement on Wages,” the “Employee Rewards and Punishments Regulations of Xiangyu Salt & Chemical,” and the “2023 Overall Performance Evaluation Plan of Xiangyu Salt & Chemical.” Drawing on practical work experience, they actively offered constructive suggestions and valuable insights for the company’s development.
The conference heard the report on the third proposal submitted by the first session of Xiangyu Salt & Chemical, delivered by Comrade Jin Chun, Vice Chairman of the Trade Union and Head of the Party and Mass Work Department, as well as the report on the collection, review, and filing of proposals for the fourth session of the first session of Xiangyu Salt & Chemical.

The conference adopted by vote the “Draft Resolution on the Work Report titled ‘Anchoring on Goals, Pursuing Practical Action, Steadily Advancing for Greater Efficiency and Coalescing Our Strength to Embark on a New Journey of High-Quality Development for Xiangyu Salt & Chemical’”; the “Draft Resolution on the Report titled ‘Xiangyu Salt & Chemical’s 2022 Financial Closing and 2023 Financial Budget’”; the “Collective Contract”; the “Special Collective Contract for the Protection of Women Employees’ Rights and Interests”; the “Special Collective Contract on Wages”; the “Regulations on Rewards and Punishments for Xiangyu Salt & Chemical Employees”; and the “Overall Performance Evaluation Plan for Xiangyu Salt & Chemical in 2023.”

At the meeting, the company’s administrative leaders and the union representatives exchanged copies of the “Collective Contract,” the “Special Collective Contract for the Protection of Women Employees’ Rights and Interests,” and the “Special Collective Contract on Wages.” Members of the company’s Party and government leadership team, as well as department heads, each submitted their 2023 business target responsibility letters.
The commendation ceremony was chaired by Yang Runchao, a member of the company’s Party Committee and Deputy General Manager. Peng Jianqiang, also a member of the company’s Party Committee and Deputy General Manager, read out the “Decision on Commending Advanced Collectives and Individuals for the Year 2022” and presented awards to the honored advanced collectives and individuals.

Xu Jianhua, Head of the Industrial Upgrade Project Department, and Yang Xuyuan, Head of the Thermoelectric Business Department, spoke as representatives of the advanced collectives. Wang Gang, from the Third Synthesis Team of the Synthetic Ammonia Division, spoke as a representative of the outstanding work teams. Sun Zhongkui from the East China Region of the Sales General Company and Wang Weian from the Safety and Environmental Protection Department spoke as representatives of the advanced individuals.

The conference calls upon all cadres and employees to approach their work with even greater enthusiasm, a more pragmatic work style, and firmer ideological convictions. Focusing on the Group’s “new three major transformations,” we must coordinate production, operations, and project construction; continuously deepen reform and promote lean management; genuinely adopt forward-looking thinking, holistic planning, and comprehensive implementation; firmly anchor ourselves to our development goals, stay committed to practical action, ensure steady progress and enhanced efficiency, and make greater contributions to helping Xiangyu Salt & Chemical embark on a new journey of high-quality development.
