1. Price Comparison Conditions
To renew the real estate ownership certificate (mining right) and mining permit for the Gaofengchang Rock Salt Mine of Chongqing Sote Salt Chemical Co., Ltd., in accordance with the Mineral Resources Law of the People’s Republic of China and other relevant laws and regulations, it is necessary to prepare a mineral resource reserve verification report as one of the required supporting documents for applying to the competent natural resources authority for the renewal of the “two certificates.” The project owner is Chongqing Sote Salt Chemical Co., Ltd., and funding will be self-financed. The conditions for competitive bidding are now in place; therefore, an invitation to submit quotations is hereby issued for the preparation of the aforementioned reserve verification report.

2.2 Project Overview and Technical Solution
The Gaofengchang Rock Salt Mine of Chongqing Sote Salt Chemical Co., Ltd. covers a mining area of 2.8977 km², with a licensed mining scope of 1.0777 km². The real estate ownership certificate (mining right) bears the certificate number DC5000002009046130015660, and the mining permit bears the certificate number XC5000002009046130015660. This project requires conducting geological surveys and verifying resource reserves for the rock salt mineral resources within the mine area range proposed by Party A (i.e., the reduced mining scope). Based on field investigations combined with previous geological and engineering findings from the mine, the project will essentially determine the characteristics of the rock salt ore layers, the amount of resources held, the recoverable resource reserves, and the mining technical conditions within the proposed (reduced) mining scope; verify the remaining portion of the already transferred resource volume as well as any newly identified resources; and provide geological data to support the orderly mining operations and rational utilization of mineral resources.
2.3 Scope of Services
(1) Ascertain the status of mining rights for the mine and its surrounding areas.
(2) Thoroughly collect existing geological, hydrological, and mining development and utilization data for the mine, and conduct comprehensive research in conjunction with field surveys.
(3) Through activities such as data collection and analysis, geological surveys, and field investigations, the stratigraphic and structural characteristics as well as the spatial distribution of ore bodies within the scope of the mining area proposed by Party A (narrowed down) have been basically determined; the number, thickness, occurrence, spatial distribution, resource reserve scale, and ore quality of the ore bodies within the same scope have also been basically determined; furthermore, the mine’s mining technical conditions have been basically ascertained.
(4) Issue the “Verification Report on Mineral Resource Reserves of the Gaofengchang Rock Salt Mine (Reduced Scope) of Chongqing Suote Salt Chemical Co., Ltd.”, which has been reviewed and approved by experts organized by the Wanzhou District Bureau of Planning and Natural Resources.
2.4 Construction Schedule Requirements
Within 30 days after the execution of the contract, the “Verification Report on Mineral Resource Reserves for the Gaofengchang Rock Salt Mine (Reduced Scope) of Chongqing Suote Salt Chemical Co., Ltd.”, which has been reviewed and approved by experts organized by the Wanzhou District Bureau of Planning and Natural Resources, shall be issued.
2.5 Service and Quality Requirements
(1) Complies with the relevant technical specifications and standards promulgated by the state and the industry, including the Mineral Resources Law of the People’s Republic of China, the Requirements for the “Three Rates” Indicators of Mineral Resources (Geological and Mineral Industry Standard of the People’s Republic of China DZ/T 0462), the Specifications for Geological Exploration of Salt Lakes and Saline Mineral Deposits (DZ/T 0212-2002), the Classification of Solid Mineral Resources/Resources (GB/T 17766-2020), the Relevant Provisions on the Preparation of Simple Mineral Reserve Reports in Chongqing Municipality (Document No. [2019]266 of the Chongqing Municipal Bureau of Geology and Mineral Resources), and the Technical Requirements for the Delimitation of Mining Area Boundaries and the Verification of Reserves in Chongqing Municipality (Draft for Comments) (May 2018).
(2) The report shall be reviewed by an expert panel organized by the Wanzhou District Bureau of Planning and Natural Resources and shall meet the administrative approval requirements for the issuance of mineral rights real estate certificates and mining licenses.
3. Qualification Requirements for Bidders
3.1 Basic Qualification Requirements for Bidders
Bidders must be legal entities or other organizations registered within the territory of the People’s Republic of China.
3.2 Specific Qualification Requirements for the Project
The technical team to be assembled by the bidder shall meet the following requirements: (1) The project manager shall hold a senior or higher-level engineering qualification in a geology and mineral resources-related discipline; and (2) the remaining members of the project team shall include personnel specializing in geology and mineral resources, hydrogeological and environmental geology, and geological surveying and mapping, all of whom shall hold intermediate or higher-level engineering qualifications.
3.3 Consortium bids are not accepted for this quotation.
