Request for Quotation and Comparison Document for the Safety Status Assessment Project of Xiangyu Salt Chemical

Our company is currently required to conduct a safety status assessment and intends to select the assessment service provider through a request-for-quotation and price-comparison procurement process. We hereby cordially invite your company to participate in the bidding for this assessment service and kindly request that you submit a quotation for the fees required for the project’s assessment services.
I. Project Overview:
1. Project Location: Within the premises of Chongqing Xiangyu Salt Chemical Co., Ltd., No. 98 Longxiang Avenue, Wanzhou District, Chongqing.
2. Project Overview: (1) Scope of the Safety Status Assessment: the gasification unit, the 300,000 t/a synthetic ammonia unit, the air separation unit, the combined alkali production unit, the alkali fertilizer packaging process, the storage and transportation area, the ammonia recovery unit, the wastewater treatment plant, the Xiangyu Substation, as well as their associated utility systems and ancillary facilities.
II. Qualification Requirements:
1. Qualification requirements for safety status assessment: The entity must hold a safety assessment qualification, with a scope of business that covers the petroleum processing industry, as well as the manufacturing of chemical raw materials, chemicals, and pharmaceuticals.
2. Possess the capability to conduct safety status assessments; have completed no fewer than one similar assessment project in the past two years, and provide scanned copies of the corresponding contracts.
III. Quotation Method and Requirements:
1. This design service fee quotation adopts a single-round bidding mechanism, and the total quoted amount includes expert review fees and taxes.
2. The quotation materials must include:
“Letter of Application for Comparative Selection”: All documents, including your company’s business license and qualification certificates, must be stamped with the company’s official seal.
3. The design period shall be 30 calendar days.
4. No advance payment shall be made for this project; full payment shall be made in a single installment upon receipt of the official report.
V. Principles for Determining the Design Service Provider:
Provided that the bidder’s qualifications and project schedule meet the requirements, the lowest tax-exclusive quotation shall be the sole criterion for selecting the service provider (no other fees shall be payable), and the bidder with the lowest price shall be awarded the contract.
VI. Methods for Participating in Price Comparison:
