This quotation project—Nondestructive Testing (Framework Agreement) for 2026 by Chongqing Xiangyu Salt & Chemical Co., Ltd. and its subsidiaries—has been approved by Chongqing Xiangyu Salt & Chemical Co., Ltd. and its subsidiaries. The project owner is Chongqing Xiangyu Salt & Chemical Co., Ltd. and its subsidiaries. The project now meets the conditions for competitive bidding, and we are hereby inviting quotations for this project.
2. Project Overview and Price Comparison Scope
2.1 Project Location: Chongqing Xiangyu Salt & Chemical Co., Ltd. and its subsidiaries.
2.2 Project Scope: Nondestructive testing services for installation or sporadic maintenance and repair projects at the inspection and maintenance center of Chongqing Xiangyu Salt & Chemical Co., Ltd. and its subsidiaries during the contract period, as well as nondestructive testing services—including quality inspections and spot checks—on other welding works undertaken by the contracting party.
2.3 Contract Term: The term shall commence from the date of contract signing and last for one year.
2.4 Project Scope: Nondestructive testing work for installation or sporadic maintenance and repair projects at the Inspection and Maintenance Center of Chongqing Xiangyu Salt & Chemical Co., Ltd. and its subsidiaries during the contract period, as well as nondestructive testing work—including quality inspections and spot checks—on other welding projects undertaken by the contracting party.
3. Qualification Requirements for Bidders
3.1 An independent legal entity registered within the territory of China;
3.2 Hold the Approval Certificate for Special Equipment Inspection and Testing Institutions of the People’s Republic of China issued by the Administration for Market Regulation (non-destructive testing institution), the Certificate of Qualification for Inspection and Testing Institutions and its annexes (approved to engage in radiographic testing (RT), ultrasonic testing (UT), magnetic particle testing (MT), penetrant testing (PT), time-of-flight diffraction ultrasonic testing (TOFD), and other related inspection activities), or the Level Assessment Certificate for Non-Destructive Testing Institutions of Special Equipment.
3.3 Hold a radiation safety license issued by the environmental protection authority;
3.4 Hold certification certificates for quality, environmental, occupational health, and safety management systems;
3.5 Since 2022 (based on the contract signing date), have at least three project performances in nondestructive testing for petroleum and chemical engineering projects, with each individual contract value being RMB 200,000 or more.
3.6 The project manager or on-site supervisor holds a professional registration certificate for special equipment inspection and testing personnel (Level II or higher in radiographic testing (RT), ultrasonic testing (UT), penetrant testing (PT), or magnetic particle testing (MT));
3.7 Professional inspection personnel shall hold a practicing registration certificate for special equipment inspection and testing personnel (Level I or above in radiographic testing (RT), ultrasonic testing (UT), penetrant testing (PT), or magnetic particle testing (MT));
3.8 Personnel performing the work must hold a high-altitude work certificate issued by the Emergency Management Bureau.
3.9 This quotation does not accept joint venture bids.
4. Requirements of the contracting party
4.1 We maintain a strong cooperative relationship with the local Market Supervision Administration and the special equipment inspection agency in Wanzhou District, Chongqing, and unconditionally recognize the inspection reports they issue.
4.2 The successful bidder shall arrive on time strictly according to the schedule notified by the contracting party. The contracting party will notify the successful bidder of the project inspection tasks and requirements within one week prior to the inspection. Upon receiving the task, the successful bidder must complete the inspection tasks in accordance with the contracting party’s requirements and timelines, and submit a valid inspection report to the contracting party within one week after completion of the entire project inspection.
4.3 Qualification review method for this price comparison: post-qualification review.
