Notice of Request for Quotation and Price Comparison for Maintenance of the Fire Automatic Alarm and Sprinkler Control System at the Xiangyu Salt Chemical Office Building

To ensure the safe, stable, and compliant operation of the fire protection facilities and equipment (automatic alarm and sprinkler control system) in the office building of Chongqing Xiangyu Salt Chemical Co., Ltd., to fulfill the principal responsibility for fire safety, to standardize the routine maintenance and management of fire protection systems, and to promptly identify and eliminate fire safety hazards, this public tender is hereby issued for the maintenance and upkeep of the fire protection facilities in our company’s office building, in accordance with relevant national and local laws, regulations, and industry technical standards, including the Tendering Law of the People’s Republic of China, the Maintenance and Management of Building Fire Protection Facilities (GB 25201), the Construction and Acceptance Standards for Automatic Fire Alarm Systems (GB 50166), and the Construction and Acceptance Specifications for Automatic Water Sprinkler Systems (GB 50261). Qualified enterprises with proven performance capabilities and a good reputation are invited to submit their bids.
I. Project Basic Information
1. Project Name: Maintenance and Upkeep of Fire Protection Facilities (Automatic Alarm and Sprinkler Control System) for the Office Building of Chongqing Xiangyu Salt Chemical Co., Ltd.
2. Project Location: The designated office building area of Chongqing Xiangyu Salt Chemical Co., Ltd.
3. Service Period: The current service period is two years, from August 1, 2026, to July 31, 2028.
4. Project Budget (Maximum Price): RMB 32,600 per year. Bids must not exceed the maximum price; otherwise, they will be deemed invalid.
II. Project Overview and Scope of Tender
The scope of services under this project covers the designated fire protection facilities of the office building of Chongqing Xiangyu Salt Chemical Co., Ltd., which have been accepted and put into operation. These include the linked control system, automatic fire alarm system, automatic sprinkler system, fire hydrant system, fire‑separation system, smoke control and exhaust system, fire‑alarm broadcasting system, and emergency lighting system. The scope excludes foam extinguishing systems, gas extinguishing systems, mobile fire‑extinguishing equipment, and other such systems. Bidders are required to provide a comprehensive suite of services for the aforementioned designated fire protection facilities, including monthly, quarterly, semi‑annual, and annual preventive maintenance and inspections, fault repair, functional commissioning, record‑keeping, technical training, and assistance with fire safety inspections. The specific maintenance and inspection procedures shall be carried out in strict accordance with national standards and the “Code for Maintenance and Upkeep of Building Fire Protection Facilities.”
(II) Standard Service Requirements
1. Scheduled Maintenance Cycle: In accordance with “Maintenance and Management of Building Fire Protection Facilities” (GB 25201), monthly, quarterly, and annual maintenance and servicing shall be carried out, with comprehensive photographic and written records maintained throughout the process, and monthly, quarterly, and annual Chongqing Municipal Building Fire Protection Facility Maintenance Reports issued.
2. Emergency Fault Handling: Upon receipt of a notification from Party A regarding equipment malfunctions, Party B shall dispatch qualified personnel to the site for repair within 24 hours. Failure to arrive on time will result in a penalty of RMB 50–100 per occurrence. If the delay in handling leads to significant economic losses, Party B shall bear full liability for compensation.
3. Technical Services: Provide, at no charge, basic training to Party A’s relevant management personnel on the operation of fire protection systems and routine inspection procedures.
4. Compliance and Cooperation: Throughout the entire process, cooperate with Party A to complete all relevant tasks, including fire safety inspections at all levels, rectification of identified hazards, annual inspections, and submission of required documentation.
III. Bidder Qualification Requirements
1. Qualification of the Bidder: The bidder must be an independently incorporated legal entity duly registered within the People’s Republic of China, holding a valid business license, with a scope of business that includes fire‑protection facility maintenance, servicing, inspection, and related activities, and must possess the capacity to independently assume civil liability and fully perform its contractual obligations.
2. Personnel Qualifications: A dedicated, full-time maintenance team shall be assigned. The project manager, technical manager, and on-site maintenance personnel must hold valid Fire Facility Operator professional qualification certificates and work only with such certifications. Contact information for the project manager and technical manager must be provided for record‑keeping purposes.
3. Performance Requirements: Within the past three years, the bidder must have demonstrated experience in the maintenance and servicing of fire protection systems for office buildings, industrial and mining enterprises, public institutions, and similar facilities. Supporting documentation, such as contracts and acceptance certificates, must be provided.
4. Credit Requirements: The bidder must not be listed on the Credit China website as a discredited person subject to enforcement, a major tax-violating and discredited entity, or on the list of seriously dishonest parties in government procurement; furthermore, the bidder must have no record of major quality incidents in fire‑protection maintenance, nor any history of illegal or non‑compliant business practices or breaches of contract.
5. Other Requirements: This project does not accept consortium bids; subcontracting or assignment is prohibited, and the winning bidder shall not unilaterally change the maintenance team or core technical personnel after award.
IV. Description of Rights, Obligations, and Costs of Both Parties
(1) Rights and Obligations of Party A
1. Provide Party B with the complete set of as-built drawings for the project’s fire protection facilities, as well as all documentation related to fire safety acceptance and compliance with applicable laws and regulations.
2. Bear the costs of replacing and repairing fire protection equipment and components with a unit value exceeding RMB 100, within the scope of the contract;
3. Responsible for the daily operation and management of fire protection facilities; promptly notify Party B of any malfunctions and provide the necessary working conditions for Party B’s maintenance and repair activities.
4. Pay the maintenance service fees in full and on time as stipulated in the contract.
(2) Rights and Responsibilities of Party B
1. All maintenance and repair work shall be carried out in strict compliance with national and local fire safety codes and the maintenance and service regulations, ensuring the normal and stable operation of the designated fire protection systems (except in cases of force majeure or deliberate sabotage).
2. Strictly adhere to the prescribed maintenance deadlines and inspection frequencies, accurately maintain maintenance records and issue inspection reports, and regularly report equipment operating conditions to Party A.
3. The Party B shall be solely responsible for the safety management of the entire maintenance and repair process; any damage to equipment, safety hazards, or economic losses resulting from improper operations shall be borne entirely by Party B.
4. Cooperate with both Party A and Party B to jointly carry out fire safety inspections, equipment operation reporting, and other related tasks.
(3) Payment Method
1. Annual maintenance fee: The payment amount shall be determined based on the results of the inquiry and comparison process (inclusive of tax) and shall be paid by bank transfer.
2. Within 30 days prior to the completion of the first year’s service obligations, Party A shall pay the maintenance fee for that year; subsequent years shall be paid in accordance with this same procedure.
3. Equipment and component replacement costs exceeding RMB 100, as approved by Party A’s signature, shall be settled in a lump sum within 60 days following successful acceptance of the replacement work.
V. Service Standards and Assessment Requirements
1. All maintenance and inspection operations are carried out in strict compliance with current national and industry standards, including “Maintenance and Management of Building Fire Protection Facilities” (GB 25201), as well as the requirements of the “Code for Maintenance and Upkeep of Building Fire Protection Facilities,” ensuring that monthly, quarterly, semi-annual, and annual maintenance and testing tasks are completed to the required quality and quantity.
2. Ensure that all fire protection facilities within the project scope are in good working order, function properly, and comply with interlock requirements, thereby successfully passing fire safety inspections at all levels as well as annual testing and acceptance.
3. Maintenance records, inspection logs, and work reports shall be complete, standardized, authentic, and readily verifiable; paper and electronic archives must be retained throughout the entire process for verification and filing purposes.
4. Strictly comply with Party A’s safety management and on-site work‑management regulations for the factory premises and office building, ensuring compliant construction practices and civilized operations.
VI. Liability for Breach of Contract
1. Neither Party A nor Party B may terminate this contract without just cause; the breaching party shall pay the other party a penalty equal to 50% of the value of the unperformed portion of the contract.
2. If Party A fails to pay the maintenance fees within the time limit stipulated in the contract, it shall pay a penalty equal to 3% of the total contract amount to Party B.
3. If Party B fails to perform its maintenance and repair obligations in accordance with the applicable standards and deadlines, resulting in equipment malfunctions, fire safety hazards, or failure to pass inspection, Party B shall pay Party A a penalty equal to 3% of the total contract amount and assume all subsequent liabilities and losses (except in cases where Party A is late in making payment).
VII. Composition of the Quotation Document
Bidding entities must organize their documentation in strict accordance with the requirements set forth in this announcement. Failure to submit any critical documents will result in disqualification of the bid. The required documents include, but are not limited to:
1. Quotation letter (clearly indicating the total amount including tax, the amount excluding tax, and the VAT rate);
2. A copy of the business license and proof of identity of the legal representative; if an authorized agent is participating in the quotation, please also provide a power of attorney and a copy of the agent’s identification card.
3. Photocopies of personnel qualification certificates;
4. Letter of Commitment stating no major quality incidents in fire protection maintenance; not listed on the Credit China platform as a discredited person subject to enforcement, a party involved in a major tax violation case, or on any list of records of unlawful and untrustworthy conduct; provide a screenshot of the Credit China query, stamped with the bidder’s official seal.
5. Proof of collaborative performance over the past two years (photocopies of contracts);
6. Maintenance and inspection plan, emergency response and handling, ensuring safe and civilized construction practices, and archive management;
7. Bid Integrity Commitment Letter;
8. Any additional supporting documents that the quoting entity deems necessary to supplement.
VIII. Submission Information for Bidding Documents
1. Submission deadline: 3:00 PM, July 26, 2026 (submissions received after the deadline will not be accepted).

3. Preliminary Compliance Review (One-Vote Veto): Any bid shall be deemed invalid if any of the following circumstances applies.
⑴ The business license does not include fire protection facility inspection/maintenance in its scope of operations;
(2) No certified fire-fighting facilities operator meeting the minimum requirements has been assigned.
(3) The bid document fails to comply with substantive provisions, such as the maintenance cycle and emergency response requirements;
(4) In the past three years, there have been significant complaints, administrative penalties, and records of being listed as a discredited person subject to enforcement related to fire protection maintenance.
4. In this inquiry and price comparison process, the lowest bid that meets our requirements will be selected. Bidders that do not meet the eligibility criteria or have been placed on the blacklist by Xiangyu Salt Chemical will not be permitted to participate in this evaluation.

XI. Other Matters
1. All documents submitted by the bidder must be genuine and valid. Any party found to have engaged in fraud shall have its bid and award eligibility immediately revoked and be placed on Party A’s blacklist of partners.
2. Any matters not covered in this project shall be governed by applicable national laws and regulations and by the outcomes of mutual consultation. In the event that disputes cannot be resolved through negotiation, either party may bring suit before the people’s court with jurisdiction over the location of Party A.
3. The final interpretation of this announcement shall be vested in Chongqing Xiangyu Salt Chemical Co., Ltd.; any supplementary announcements shall have the same legal effect as this announcement.
