Notice of Procurement Inquiry and Price Comparison for Bulk Bottled Drinking Water from Chongqing Xiangyu Salt Chemical Co., Ltd. (Second Round of Price Comparison)

1. Project Name: Bottled Drinking Water Procurement Project
2. Purchasing Entity: Chongqing Xiangyu Salt Chemical Co., Ltd. / Chongqing Suote Salt Chemical Co., Ltd. (The contract shall be executed separately under the names of the two entities.)
3. Service Locations: The company’s departmental offices, meeting rooms, division operation rooms, roll-call rooms, maintenance rooms, the thermoelectric water‑supply barge, and other designated water‑delivery sites (some delivery stations require climbing multiple floors, with no elevator access).
4. Procurement Method: Open Inquiry and Price Comparison
5. Term of Service: Two years from the date of contract signing.
Bidders shall prepare complete quotation documentation in accordance with “Section IV: Supplier Qualifications and Capacity/Performance Requirements,” affix the official seal of their organization to all documents, and submit them as a scanned, compressed file. The required materials shall include, but are not limited to, the following:
1. Quotation letter and detailed quotation list (including the tax-inclusive unit price per barrel, total price, tax rate, delivery terms, after-sales commitments, etc.);
2. Photocopies of the business license and the food business/production license;
3. Proof of identity of the legal representative and a letter of authorization (to be provided by the authorized person participating in the quotation), along with a copy of the authorized representative’s ID card;
4. Third-party water quality test report certifying compliance for the past 12 months;
5. Letter of Commitment stating no record of food safety violations or breaches, and no record of dishonesty;
6. Documentation demonstrating production capacity (including supporting materials such as production lines, manufacturing facilities, and capacity specifications), along with a detailed list of existing partner organizations and evidence of collaboration (including cooperation agreements with government and enterprise entities, service certificates, etc.);
7. Proof of water supply service performance from similar entities over the past two years (photocopies of contracts or relevant supporting documents);
8. Bid Integrity Commitment Letter
9. Any other supplementary materials that the supplier deems necessary to provide.
VII. Quotation and Submission Requirements
1. Pricing Principle: This quotation is a one-time, all‑inclusive, tax‑included fixed price, covering product costs, packaging, transportation, delivery, basic equipment operation and maintenance, applicable taxes, after‑sales service, and empty container recycling—no additional fees will be charged to the purchaser.
2. Quotation Period: From the date of this announcement until 5:00 p.m. on June 7, 2026 (submissions received after the deadline will be deemed invalid).
3. Submission Method: Please mail your quotation documents to Chongqing Xiangyu Salt Chemical Co., Ltd. (Address: No. 98, Longxiang Avenue, Wanzhou District, Chongqing) before the quotation deadline.
VIII. Bid Opening and Evaluation
1. Bid opening time: 9:00 a.m. (Beijing Time), June 8, 2026
2. Bid Opening Location: No. 98, Longxiang Avenue, Wanzhou District, Chongqing (Chongqing Xiangyu Salt Chemical Co., Ltd.)
3. In this inquiry and price comparison process, the bidder whose total bid price is the lowest and meets our requirements shall be selected. The final settlement amount will be calculated based on the unit prices actually applied. Bidders that fail to meet the requirements set forth in the inquiry letter will not be eligible to participate in this evaluation.
IX. Other Notes
1. The supplier shall warrant that all bottled water supplied is from authorized brands and freshly produced within the current month, and shall strictly prohibit the supply of counterfeit or substandard products.
2. The successful supplier shall sign the contract with the procuring entity within five working days of the issuance of the notice of award; failure to do so shall be deemed a waiver of the award.
3. The supplier shall establish a dedicated after-sales coordination mechanism to promptly address water quality issues, delivery complaints, and other concerns, ensuring end-to-end follow-up and closed-loop resolution.
4. The procuring entity shall have the right to conduct periodic evaluations of the winning supplier’s product quality and delivery services, and may terminate the contract if the evaluation results are unsatisfactory.
5. The procuring entity reserves the right of final interpretation of this tendering process.
