2. Project Overview and Scope of Price Comparison
2.1 Project Location: Within the premises of Chongqing Xiangyu Salt Chemical Co., Ltd.
2.2 Project Scope: Construction works for the installation of an additional standby furnace head on the first shift‑change unit at Chongqing Xiangyu Salt Chemical Co., Ltd. Scope of work: fabrication and installation of 16 pipe branch connections, including pipe cutting, fixing, alignment, welding, valve installation, flange/blind plate/8‑shaped blind plate installation, support structure fabrication, nondestructive testing, heat treatment, and other related tasks; detailed specifications are provided in the Bill of Quantities. This project is an installation‑type construction undertaking, encompassing auxiliary materials (such as electrodes, welding wire, oxygen, acetylene, argon, etc.), tools and equipment, lifting operations, flaw detection, heat treatment, and other associated services; further details are set forth in the Bill of Quantities.
2.3 Project Duration: The coordination work shall be completed within 2 calendar days (including welding and surface inspection, excluding time for radiographic film review). All preparatory work that can be prefabricated must be finished prior to shutdown; the specific commencement date shall be subject to Party A’s notice.

3. Qualification Requirements for Bidders
3.1 For this price comparison, bidders must hold a valid Grade II or higher General Contracting Qualification for Petrochemical Engineering Construction issued by the competent construction administrative authority, or a Grade I Specialized Contracting Qualification for Architectural Mechanical and Electrical Installation. In addition, they must possess a GC1‑level Industrial Pipeline Installation License and demonstrate adequate construction capabilities in terms of personnel, equipment, and financial resources.
3.2 This price comparison requires bidders to hold a valid safety production license.
3.3 In the past three years (as of the bid submission deadline), the bidder shall have completed at least three GC1‑class pressure pipeline installation projects. For each project, the material grades of the installed pipelines must cover at least two of the four principal materials specified for this project—A335 P11 (or equivalent Cr‑Mo steel), 15CrMoG, 20# (or 20G), and 304—and at least one of these must be A335 P11.
3.4 Personnel Requirements
(1) Project Manager: Holds a Grade-I Construction Engineer Certificate (Mechanical and Electrical Engineering) and a Safety Class B Certificate, with over 5 years of experience in GC1 pipeline construction management.
(2) Technical Manager: Holds an intermediate or higher professional title and has at least 5 years of experience in the technical management of high-temperature alloy (Cr-Mo steel) pipeline welding.
(3) Quality Manager: Holds a Special Equipment Quality Inspector Certificate and is well-versed in RT, UT, PT, and heat‑treatment process control.
(4) Safety Officer: Holds a full-time Safety Certificate Class C and is well-versed in the management of hot work, work at height, and confined space operations for chemical plants.
3.5 Qualification and Skill Requirements for Key Personnel (Welders)
3.5.1 Basic Requirements
3.5.1.1 All welders participating in the welding work for this project must hold a valid special equipment operation certificate issued by the Market Supervision Administration, with certification covering the material types and job requirements specific to this project; such certification may not be obtained through a combination of multiple individuals holding certificates for different items.
3.5.1.2 All personnel engaged in work at height (2 meters or more) must hold a valid high‑altitude work permit issued by the Emergency Management Bureau. Any work involving hot work must be performed by individuals holding a welding and thermal cutting certificate.
3.5.1.3 Welders shall be between 18 and 55 years of age, in good health, and free from any occupational contraindications.
3.5.1.4 No welding quality incidents or records of nonconforming welds in the past two years (must be confirmed by a written commitment from the bidder, stamped with the official seal).
3.5.2 On-site Practical Assessment
Prior to commencement of work and following the signing of the contract, all welders proposed by the contractor must pass a site‑based practical examination organized by the Employer (using material grades P11 or 15CrMoG, with pipe diameter and wall thickness no smaller than the project’s maximum specifications). Only after their weld joints have been certified as compliant through radiographic and surface inspections may they be assigned to duty. Personnel who have not undergone assessment, or who fail such assessment, are strictly prohibited from entering the worksite. For welded steel structures, the required certification level may be lowered; however, all welders must still undergo an entry‑level examination.
