Price Comparison for Sales of Boiler Slag and Fly Ash Disposal by Chongqing Sote Salt Chemical

I. Project Overview
1. Boiler Slag Sales: The Company’s Cogeneration Division generates 50–60 tonnes of boiler slag per day, totaling approximately 20,000 tonnes annually. The product’s loss on ignition is about 5%–8%, and its SO3 content is approximately 5%–7%, subject to actual laboratory testing. The successful bidder shall provide its own freight vehicles and drivers for on-site loading; the quantity shall be determined based on our company’s weighbridge records, and all slag must be transported and unloaded by 5:00 p.m. each day. Detailed operational conditions may be verified through an on-site inspection.
2. Fly Ash Disposal (Disposal by landfill is strictly prohibited; comprehensive utilization is mandatory): The Company’s Cogeneration Division generates 140 tonnes of fly ash per day, totaling approximately 50,000 tonnes annually. The product’s loss on ignition is about 12%–15%, and its SO3 content is about 6%–8%, subject to actual test results. The bidder shall provide its own freight vehicles and drivers for on-site loading, with the quantity determined by our company’s weighbridge records. All fly ash must be transported and unloaded in full by 5:00 p.m. each day.
3. The sale of boiler slag and the disposal of fly ash constitute a single integrated project, for which bidders shall submit itemized quotations. The project owner is Chongqing Sote Salt Chemical Co., Ltd., and the project is now ready for price comparison. Accordingly, an open competitive bidding process is hereby initiated for this project.
II. Price Comparison Qualifications and Requirements
1. Bidders must hold a valid Business License and demonstrate adequate capabilities in personnel, transportation, financial resources, environmental protection requirements, and capacity to meet demand. Bidding entities shall have a track record of operating solid waste (fly ash and boiler slag) and have provided services to similar enterprises over the past three years, with an annual processing capacity of no less than 70,000 tonnes. Relevant contracts must be submitted, accompanied by supporting invoices.
2. Bidders shall possess five or more box-type freight vehicles (bidders with their own transport vehicles shall provide relevant vehicle certification documents; bidders without their own transport vehicles shall provide a consignment transportation contract or letter of intent signed with a transportation enterprise).
3. Bidders shall possess a temporary storage site that is legally compliant, environmentally friendly, and fully equipped with all required environmental impact assessment (EIA) procedures. For self-owned sites, proof of ownership and EIA documentation must be provided; for leased sites, proof of ownership, the lease agreement, and EIA documentation must be provided.
4. The bidder shall provide valid supporting documentation (webpage screenshots) demonstrating that, over the past three years (from 2023 to the present), it has not been listed on the “Credit China” website (www.creditchina.gov.cn) as a discredited person subject to enforcement, an enterprise with abnormal operations, or a party involved in a major tax violation case.
5. Legal persons, other organizations, or individuals that have a conflict of interest with the price comparer and whose involvement may compromise the fairness of the tendering process shall be disqualified from participating in the bidding.

III. Cost Control Price
The minimum floor price for boiler slag sales is RMB 8 per ton, and the maximum ceiling subsidy price for fly ash disposal is RMB 10 per ton; otherwise, the quotation shall be deemed invalid.

IV. Deadline for Online Publication and Bid Opening
1. Online posting period: April 3, 2026, to April 10, 2026.
