Invitation for Design Quotation for the Technical Renovation Project of Liquid Ammonia Storage Tanks at Chongqing Xiangyu Salt Chemical

Summary:

Following the upgrade of our company’s synthetic ammonia production facility, liquid ammonia output has increased; however, the existing liquid ammonia storage tanks currently have no spare capacity. Therefore, we propose to undertake a technical renovation of the liquid ammonia storage tanks. The project design is planned to be procured through a request-for-quotation and price-comparison process to select the design service provider. We hereby cordially invite your company to participate in the bidding for the project’s design services and kindly request that you submit a quotation for the fees required for such services.
I. Project Overview:
1. Project Location: Within the premises of Xiangyu Salt Chemical Co., Ltd., No. 98 Longxiang Avenue, Wanzhou District, Chongqing Municipality.
2. Project Overview: An additional liquid ammonia storage tank with a diameter of 4,000 mm and a height of 27,500 mm will be independently installed in the vacant area to the south of the existing small liquid ammonia tank, and subsequently connected to the existing liquid ammonia spherical tank for stable production operations. The project design scope encompasses specialized sections on safety facilities for major hazard sources, as well as design work in the following disciplines: general layout, structural engineering, process engineering, equipment engineering, fire protection and water supply & drainage, electrical engineering, and automatic control engineering.
The project’s construction cost is approximately RMB 2.85 million, with a design schedule of 30 calendar days.
II. Design Content and Requirements:
The construction drawings provided shall comply with the following standards and codes:

2. Safety Technical Supervision Regulations for Pressure Piping—Industrial Piping (TSG D0001–2009)

5. Code for Design of Petrochemical Metallic Piping Layout (SH 3012-2011)

7. Code for External Corrosion Protection Design of Chemical Equipment and Piping (HG/T20679-2014)
8. Standard for Surface Colors and Markings of Steel Structures for Equipment and Piping in Petrochemical Enterprises (SH3043-2014)

III. Design Qualification Requirements:
Must possess Grade B or higher design qualifications in the chemical, petrochemical, and pharmaceutical industries.
IV. Quotation Method and Requirements:
1. The design service fee is quoted on a one-time, lump-sum basis, with the total quoted amount inclusive of taxes (special VAT invoice, tax rate: 6%).
2. The quotation materials must include:
The attached “Quotation Letter” and your company’s qualification documents (business license, design qualification certificates, etc.) must all be duly stamped with the official company seal.
V. Principles for Determining the Design Firm:
The maximum bid price for this inquiry-based competitive procurement is set at RMB 260,000. Provided that the bidders’ qualifications and project schedule meet the requirements, the lowest quoted price shall be the sole criterion for selecting the design firm.
VI. Methods for Participating in Price Comparison:
Please carefully complete the Quotation Letter and the Itemized Quotation Schedule attached to this Invitation Letter, and submit them together with your company’s business license, design qualification documents, and other relevant materials, in stamped PDF scan format, to the email address xiangyuyanhua@163.com no later than 17:30 on January [Date] 2023. (The time of receipt of the email shall prevail.)
