1. Price Comparison Conditions
This quotation pertains to the framework price comparison for miscellaneous design services of Chongqing Xiangyu Salt Chemical Co., Ltd., which has been approved by Chongqing Xiangyu Salt Chemical Co., Ltd. The project owner is Chongqing Xiangyu Salt Chemical Co., Ltd., and the project now meets the conditions for conducting a request‑for‑quotation and price‑comparison tender. Accordingly, we are hereby inviting quotations for this project.
2. Project Overview and Scope of Price Comparison, etc.
2.1 Project Location: Chongqing Xiangyu Salt Chemical Co., Ltd.
2.2 Scope of Project Design:
2.2.1 This project operates under a framework for ad hoc design services. Party A shall issue individual service orders based on production needs, and Party B shall carry out the design work in accordance with such orders, with settlement based on actual costs. The scope of services includes:
2.2.1.1 Small-Scale, Minor Renovation Design: Design of minor technological upgrade projects categorized by investment amount;
2.2.1.2 Non-standard Equipment Design: new equipment, modifications to equipment process parameters, and reuse of existing equipment designs;
2.2.1.3 Specialized Technical Services: preparation of project feasibility studies, HAZOP analysis, LOPA analysis, and SIL verification;
2.2.1.4 Design of Safety Facility Modifications: Design services for modifications to Class I, Class II, and Class III safety facilities;
2.2.1.5 Various drawing services: preparation of P&ID diagrams, equipment layout plans, lightning protection and grounding systems, combustible and toxic gas detection and alarm systems, explosion‑hazard area classification, interlock logic diagrams, piping drawings, as well as revisions, complete redesigns, and on‑site surveying and drafting for architectural, structural, electrical, instrumentation & control, HVAC, fire protection, and water supply and drainage construction drawings; preparation of data sheets for safety valves and rupture discs; creation of isometric piping drawings, and more.
2.2.1.6 Supporting Technical Services: responding to design-related inquiries, issuing compliance documentation, and other related services.
2.3 Project Control Price:
2.3.1 Contingent Special-Project Cost Ceiling: RMB 754,000.
2.3.2 Design drawing fee control price: RMB 192,850.
2.3.3 Cumulative settlement control price for the project over two years: RMB 946,850 (Nine hundred forty-six thousand eight hundred fifty yuan exactly); any bid exceeding the control price shall be deemed invalid.
2.3.4 The cumulative settlement cap under the contract over a two-year period shall be based on the actual settlement amount, as confirmed by Party A in accordance with the completed scope of each individual work item.
2.4 Design Duration: The service shall be valid for a period of two years from the date of signing the framework contract. The successful bidder shall provide, within two years following the termination of this design contract, free-of-charge updates and stamping services for the PID diagrams and other related drawings covered by this contract.
3. Design Qualifications and Performance Requirements
Qualification Requirements: Must possess Grade-A or higher design qualifications in the chemical, petrochemical, and pharmaceutical industries.
Performance Requirements: The bidder must have at least one comparable project design reference (provide a copy of the design contract, stamped with the official seal, as supporting documentation).
