1. Price Comparison Conditions
Scope of this quotation: In accordance with the Mineral Resources Law of the People’s Republic of China (Presidential Order No. 36) and the Notice of the General Office of the Ministry of Natural Resources on Issuing the Guidelines for Preparing Development and Utilization Plans for Mineral Resources (Non-Oil and Gas) (Document No. [2024] 33 of the General Office of the Ministry of Natural Resources), Chongqing Suote Salt Chemical Co., Ltd. intends to reduce the scope of the Gaofengchang Rock Salt Mining Area and reapply for a mining license. At present, it is necessary to engage a technical service provider to prepare a mineral resource extraction plan, which will serve as one of the required documents for the Ministry of Natural Resources to issue the mining license. The project owner for preparing this extraction plan is Chongqing Suote Salt Chemical Co., Ltd., with funding sourced from the company’s own resources. The project now meets the conditions for price comparison, and an open competitive bidding process is hereby initiated for the preparation of the extraction plan.

2.2 Project Overview and Technical Plan
Based on the existing distribution of brine wells and the proven rock-salt resources in the Gaofengchang Rock-Salt Mine Area, and in accordance with current regulations, standards, and technical requirements (guidelines), an extraction plan has been prepared for the Gaofengchang Rock-Salt Mine Area of Chongqing Suote Salt Chemical Co., Ltd. (with a reduced scope), providing the project owner with the fundamental geological basis for obtaining a mining license.
2.3 Project Scale
The Gaofengchang Rock Salt Mine of Chongqing Sote Salt Chemical Co., Ltd. holds a mining license issued by the Planning and Natural Resources Bureau of Wanzhou District, Chongqing, with license number XC5000002009046130015660, valid from June 10, 2026, to April 9, 2027. The planar area covered by the mining license is delineated by 12 turning points, totaling 2.8976 km², and includes the initial mining areas I and II. The mined mineral resource is rock salt, and the target ore layers are the T2b1-1 and T2b1-3 salt beds.
According to the reply letter (Wanzhou Gui Zi Chu Shen Bei Zi [2026] No. 1) issued by the Wanzhou District Bureau of Planning and Natural Resources of Chongqing Municipality regarding the filing and review of the mineral resource reserve verification report for the Gaofengchang Rock Salt Mine of Chongqing Suote Salt Chemical Co., Ltd., in response to mine production needs and taking into account the distribution of production wells, the mining enterprise has adjusted the scope of the mining area. Within the original primary mining area I, the enterprise has redefined a new mining area, which is delineated by 13 turning points and covers an area of 0.7908 km². The mined mineral is rock salt, with the target salt-bearing strata being T2b1-1 and T2b1-3. The mining method is underground mining, conducted at elevations ranging from −1,820 m to −2,750 m, with an annual production capacity of 1 million tonnes (in terms of brine‑to‑salt conversion).
2.4 Contract Term
20 calendar days.
2.5 Service and Quality Requirements
(1) Complies with the relevant technical specifications and standards promulgated by the state and industry, including the Mineral Resources Law of the People’s Republic of China, the Notice of the General Office of the Ministry of Natural Resources on Issuing the Guidelines for Preparing Development and Utilization Plans for Mineral Resources (Non-Oil and Gas) (No. 33 [2024] of the General Office of the Ministry of Natural Resources), the “Three-Rate” Indicator Requirements for Mineral Resources (DZ/T 0462, a geological and mineral resources industry standard of the People’s Republic of China), and the Safety Regulations for Metal and Non-Metallic Mines, among others.
(2) The report shall undergo review by an expert panel convened by the Wanzhou District Bureau of Planning and Natural Resources, obtain the panel’s evaluation意见, and comply with the administrative approval requirements for the issuance of a mining license.
3. Qualification Requirements for Bidders
3.1 Basic Qualification Requirements for Bidders
Bidders must be legal entities or other organizations duly registered within the territory of the People’s Republic of China.
3.2 Specific Qualification Requirements for the Project
The technical team to be formed by the bidder shall meet the following requirements: (1) The project manager must hold a senior or higher‑level engineering qualification in a mining‑related discipline; (2) The remaining members of the project team must include specialists in geology and mineral resources, hydrogeology and environmental geology, and geological surveying and mapping, all of whom must also hold senior or higher‑level engineering qualifications.
3.3 This quotation does not accept consortium bids.
