I. Project Overview
1. Marketing and disposal of gasification coarse slag (landfilling is prohibited; comprehensive utilization is mandatory): The Company’s Gasification Division generates 180–200 tonnes of gasification coarse slag per day, totaling approximately 70,000 tonnes annually. The slag has a calorific value of 200–600 kcal/kg and a moisture content of about 50%; actual test results shall prevail. Slag is discharged continuously on a 24-hour basis. The successful bidder shall provide sufficient freight vehicles, drivers, and safety supervisors to ensure round-the-clock on-site loading, timely transportation offsite, and sale for disposal. As on-site weighing facilities are not available, the slag will be packaged and sold monthly. Detailed operational conditions can be assessed through an on-site inspection.
2. Internal transfer services for gasification fine slag: The Company’s Gasification Division generates 60–80 tonnes of gasification fine slag per day, totaling approximately 30,000 tonnes annually. The tenderer shall provide sufficient freight vehicles, drivers, and safety supervisors to carry out 24-hour on-site loading and internally transport the slag to a designated storage area specified by the Company’s Cogeneration Division for co-firing purposes; the transportation distance is about 3 kilometers. In addition, sludge ponds and sedimentation tanks require monthly internal transfers of 4–8 truckloads to locations within the Gasification Division’s designated plant premises. Specific operational conditions can be verified through an on-site inspection.
3. The sale and disposal of coarse gasification slag, as well as the internal transfer of fine gasification slag, shall be treated as a single project, with the bidder submitting a lump-sum monthly quotation for disposal. The project owner is Chongqing Xiangyu Salt Chemical Co., Ltd., and the project is now ready for price comparison; therefore, an open competitive bidding process is being conducted for this project.
II. Price Comparison Qualifications and Requirements
1. Bidders must hold a valid Business License and demonstrate adequate capabilities in personnel, transportation, financial resources, environmental protection requirements, and capacity demand. Bidding entities shall have a track record of operating slag-related businesses, having provided services to similar enterprises over the past three years, with an annual processing capacity of no less than 70,000 tonnes, and shall submit relevant contracts supported by corresponding invoices.
2. Bidders shall possess five or more box-type freight vehicles (bidders with their own transport vehicles shall provide relevant vehicle certification documents; bidders without their own transport vehicles shall provide a consignment transportation contract or letter of intent signed with a transportation enterprise).
3. Bidders shall possess a temporary storage site that is legally compliant, environmentally friendly, and fully equipped with all required environmental impact assessment (EIA) procedures. For self-owned sites, proof of ownership and EIA documentation must be provided; for leased sites, proof of ownership, the lease agreement, and EIA documentation must be provided.
4. The bidder shall provide valid supporting documentation (webpage screenshots) demonstrating that, over the past three years (from 2023 to the present), it has not been listed on the “Credit China” website (www.creditchina.gov.cn) as a discredited person subject to enforcement, an enterprise with abnormal operations, or a party involved in a major tax violation case.
5. Legal persons, other organizations, or individuals that have a conflict of interest with the price comparer and whose involvement may compromise the fairness of the tendering process shall be disqualified from participating in the bidding.

III. Maximum Control Price for Disposal Costs
The bidder shall be responsible for the shipment, export disposal, and internal loading and transfer of gasification coarse slag; the price comparer shall be responsible for paying a monthly lump-sum disposal fee, with the maximum payment not exceeding RMB 80,000 per month; otherwise, the quotation shall be deemed invalid.
