I. Project Overview and Scope of Selection and Comparison

(1) Name: 2026 Waste Collection and Disposal Contracting Project

(2) Location: No. 98 Longxiang Avenue, Wan州 District, Chongqing City; No. 8 Longhu Road

(3) Inquiring Entity: Chongqing Xiangyu Salt & Chemical Co., Ltd.

(4) Scope of Comparison and Selection:

1. Chongqing Xiangyu Salt & Chemical Co., Ltd. (hereinafter referred to as “Xiangyu Salt & Chemical”) and Chongqing Suote Salt & Chemical Co., Ltd. (Suote Salt & Chemical) ensure that production waste (non-hazardous debris and waste materials), domestic garbage, sludge, and other waste generated during production operations, maintenance and repair activities, and employee living processes are promptly removed and disposed of in compliance with regulations, thereby maintaining a clean and tidy plant area.

2. The service contract period is one year, from X month X, 2026 to X month X, 2027 (subject to the date of contract signing).

3. This project sets a control price based on the unit prices stipulated in the 2025 waste collection contracting agreement and the actual number of waste collection vehicles used in 2025, and adopts a single-item quotation system (including a single invoice for VAT-exclusive invoices). The specific details are as follows:

(1) Household waste refers to the garbage collected in trash bins. A fixed monthly fee will be applied, and Xiangyu Salt & Chemical and Sote Salt & Chemical shall each submit bids no higher than RMB 4,000 per month.

(2) Production waste refers to non-hazardous waste such as miscellaneous items and scrap materials. The successful bidder shall, in accordance with the contract provisions, place waste bins meeting the bidder’s requirements in the areas designated by the tenderer.

① A small container refers to a mobile waste bin with an effective volume of no less than 3 cubic meters (2000 mm long × 1500 mm wide × 1000 mm high), with a quoted price not exceeding ¥230 per vehicle.

② A medium-sized container refers to a mobile waste container with an effective volume of ≥5 cubic meters (dimensions: 2800 mm long × 1500 mm wide × 1250 mm high). A medium-to-large truck refers to a single-axle, dual-axle, or quad-axle freight vehicle weighing approximately 10 tons or more. The quoted price shall not exceed ¥420 per vehicle.

③10 liters square The quote for the street sweeper does not exceed ￥100 per hour.

(3) The sludge disposal contract will be directly signed by the tendering party with Wanzhou District Deliyuan Environmental Protection Technology Co., Ltd. (hereinafter referred to as “Deliyuan Company”). The bidding unit for this quotation is only responsible for transporting the sludge to the company’s disposal site (Address: No. 100, Group 5, Fenghuang Village, Dazhou Town, Wanzhou District, Chongqing City; distance approximately 37 kilometers). The sludge transportation fee quoted shall be calculated based on the weight recorded by Deliyuan Company’s weighbridge, and the quoted transportation fee shall not exceed RMB 80 per ton.

4. Bidders must ensure that the flow of waste is lawful and compliant, establish a complete record book documenting the entire process—from waste collection sites to transportation and disposal—and accurately record information such as waste type, quantity, and destination, thereby ensuring traceability and accessibility. Bidders shall bear all costs associated with waste disposal themselves.

5. Bidders shall provide a waste disposal operation plan, covering the contents and procedures of waste collection, waste transportation, waste treatment, and other related operations. The plan must also include control measures for leakage, spillage, and odorous pollution. For those handling waste themselves, they must submit relevant qualifications and an environmental impact assessment report. For those entrusting third parties with waste disposal, they must verify the trustee’s legal status and technical capabilities. Real and simultaneous presentation Documents related to the entrusted contract, the other party’s qualifications, and pollution prevention agreements.

6. Bidders shall report monthly to Xiangyu Salt & Chemical and Sote Salt & Chemical on the quantity and destination of waste transported and disposed of. Waste will be measured by the number of vehicles, while sludge will be measured by weighed weight.

7. Bidders must provide at least 18 waste bins (with a capacity of 3 cubic meters or more) to ensure the smooth implementation of this project. Prior to 17:00 on the day before the contract takes effect, all waste bins provided by the bidder must be placed at the location designated by the tenderer.

8. For operational vehicles, bidders must provide one compressed garbage collection vehicle, one dump truck or hook-lift garbage truck, and one medium-sized cargo truck, all of which must be operated by qualified full-time drivers. Moreover, the garbage vehicles must be operated directly by the bidder themselves; outsourcing or subcontracting is strictly prohibited. Should such practices be discovered, the tenderer reserves the right to terminate the contract immediately.

9. Household waste must be removed at least once a day, including weekends and holidays.

10. Regarding production waste and sludge, bidders shall place waste bins of appropriate capacity in the designated areas as required by Xiangyu Salt & Chemical and Sote Salt & Chemical. The relevant department staff of the tendering party will notify the winning bidder. Upon receiving the phone call or message notification, the winning bidder must promptly remove the full waste bins from the premises on the same day.

II. Quotation Deadline

For this public request for quotation, the quotation period is from 9:00 on February 4, 2026, to 9:00 on February 9, 2026.

III. Quotation Requirements and Fee Settlement

1. Household waste is billed on a monthly fixed-fee basis.   ？ Yuan/month.

2. Production waste (small containers of 3 tons or more, and medium- to large-sized vehicles of 8 tons or more) will be quoted separately based on the number of vehicles.   ？ Yuan per vehicle.

3. Sludge transportation fees are quoted based on the weight in tons.   ？ Yuan/ton.

5. The above-mentioned fees will be settled based on actual costs. All quotations include value-added tax at X%, and specify the freight charges (one-ticket system) to No. 98 Longxiang Avenue, Wanzhou District, Chongqing City. Please indicate the applicable tax rate. The quotations cover loading, transportation, and disposal costs (excluding sludge disposal fees). The unit price for each item must not exceed the corresponding reference price listed above; any quotation exceeding the reference price will be deemed invalid.

6. Documents required for the quotation: Bidder’s quotation form, bidder’s business license, a copy of the bidder’s operating permit for urban domestic waste management (covering services such as waste sweeping, collection, transportation, and disposal), vehicle registration certificates for the bidder’s own compression-type, self-dumping, or hook-arm garbage trucks and washing/sweeping vehicles, driver’s licenses of the drivers, identity document of the legal representative, power of attorney, and bid integrity commitment letter, etc. All documents must be stamped with the official seal (fresh seal) of the enterprise.

9. Evaluation and Selection

In this procurement project, the winning bid will be the lowest bid price after evaluation. The settlement amount will be calculated as follows: for domestic waste, the collection and disposal fees will be settled at a lump-sum rate; for industrial waste, the fees will be settled based on the number of vehicles used for collection and disposal; for sludge, the transportation fees will be settled by tonnage; and for sweeping vehicles, the fees will be settled hourly. Bidders who do not meet the requirements specified in the request for quotation or who have been placed on the blacklist by Xiangyu Yanhua will not be permitted to participate in this evaluation.

10. Payment Method

After signing the contract, the successful bidder shall compile and tabulate the amount of waste transported for the previous month on a monthly basis. Once signed and confirmed by the relevant department staff and approved by the tendering party, the settlement amount will be invoiced by the successful bidder as a special value-added tax invoice. Payment will be made in full on a monthly basis, 60 days after the invoice is posted to the accounts.
